The objective of the Online specialization course in Transformation of Human Resources Management and new Institutional Capacities of the Public Sector is to provide an analytical framework and an applied approach to the functioning and transformation of this critical area for improving the management of public organizations.

The program is focused on the different parameters of human resources policies in Public Administrations. 

After an introduction on the neo-institutionalist theoretical framework, the course goes on to analyse the subsystems of recruitment, career, training and performance evaluation in the public sphere.

The program content and structure is as follows:

  1. Neo-institutional analysis of human resources management in Public Administrations.
  2.  Human resources management I: introduction to the professionalized civil service model and personnel management versus people management.
  3. Human resources management II: the subsystems of recruitment and selection, training, career and remuneration. Planning, management and evaluation of the management system.
  4. Human resource management III: transforming the system: performance evaluation and the professional skills management model.

By the end of the course, the participant will understand the management of network dynamics in Latin America, identify the actors involved in public policy and carry out an analysis of their positions. They will also acquire the ability to manage organizations effectively by developing skills and applying knowledge related to the administration, control and management of human resources in institutions, and will be able to promote programs and public actions for social improvement.

Once you have passed the program, you will obtain the certificate of Curso en Transformación de la Gestión de los Recursos Humanos y nuevas Capacidades Institucionales del Sector Público, issued by UPF Barcelona School of Management.
